Keystone Filler has been processing and transporting coal, carbon, and other substances since 1873, and it still supplies coke and coal to steel mills in the Pittsburgh area. The plant is located along the railroad tracks just a few blocks from Muncy High School and the borough’s main residential neighborhoods, and yet it seems to exist in a different time and place, invisible to many local residents.
